Measure the water, not the dishes
Temperature through the wash phase logged against what the program calls for. That one reading settles whether this is a heating repair or a drying one.

Test the heating circuit end to end
Element resistance, thermistor curve and the control's own reading of it. A thermistor reporting wrongly makes a healthy element look dead.

Check the drying path
Rinse aid, the condensing surface, the vent and, where fitted, the drying fan. Most wet dishes on a machine that heats correctly are one of those four.

A machine that never reaches temperature has a heating problem with a component behind it; one that heats correctly and still leaves the load wet has a condensing and airflow problem, and the heater is innocent.
