Empty it safely and open the filter
Drain hose used to empty the drum before the filter cap comes off, then the filter cleared of what it has caught. A cap left unseated afterwards is the leak we get called back for, so it is reseated and checked.

Test the pump and its path
Impeller free, pump proved electrically, hose run checked for the kink that a laundry closet pushes into it when the machine is slid back.

Check what it drains into
Standpipe height, the trap and whether the hose has been pushed too far down it. A machine siphoning into the waste behaves exactly like one that will not drain.

Why does it also refuse to spin?
Because spin is interlocked with level. Accelerating a full drum would be violent and most of the water would leave the machine sideways, so the control simply declines. Clearing the drain usually restores both at once.
Is the pump filter something I should open?
Yes, and it is meant to be opened — it collects coins, buttons and hair by design. Empty the drum through the drain hose first, and seat the cap firmly afterwards: a cap left a quarter-turn short is behind a good share of the leaks we are called to.
