Test at the outside vent
What actually leaves the building with the hood on full. If nothing moves out there, nothing inside the hood is to blame and a motor would be wasted.

Strip and clean the impeller
Filters and impeller cleaned properly rather than wiped. Most of a lost hood's performance comes back at this step.

Read the motor under load
Current draw, bearing play and the capacitor where fitted, so a motor is replaced on a measurement rather than on a sound.

What is the damper?
A light flap where the duct leaves the building, which opens under airflow and closes against wind and rain. On a coast it corrodes, and one that has stopped opening ends extraction completely while the hood carries on sounding normal.
